The Bangladesh Telecommunication Regulatory Commission (BTRC) has introduced a major update allowing mobile users to carry forward unused mobile data from their existing packages. Users can retain unused data by renewing or repurchasing the same package before its expiration. Both primary and bonus data balances are eligible for this feature. Operators will notify users via SMS a day before package expiration, providing instructions for renewal or repurchase stated in a report.

When using bonus data, it will be consumed first, followed by the main package. If multiple packages are active, data from the earliest expiring package will be used first.

The updated guidelines include reforms in data package structures, offering three types of packages based on validity: regular (minimum 15 days), customer-centric special packages (minimum 3 days), and research and development packages (minimum 7 days). Limits are set for hourly, daily, and multi-day packages, while late-night-only packages are now prohibited.

Operators are required to design a “Flexible Plan” allowing customers to customize talk time, data, and SMS options. Unlimited packages must specify time limits. Detailed package information, including data volumes, prices, and validity periods, must be published transparently.

To foster digital inclusion, operators are encouraged to introduce offers such as free monthly data allowances. Additionally, operators must provide monthly recharge and cost statements via SMS and other channels. To enhance customer satisfaction, promotional messages are capped at three per day, and the “Do Not Disturb” service is being actively promoted, ensuring users can opt out of unwanted messages easily.
