Govt Set To Launch Unified 'Land Service Gateway' For Streamlined Digital Access

The Government of Bangladesh has announced plans to roll out a comprehensive digital platform called the ‘Land Service Gateway’ in an effort to fast-track the digitization of land-related services. This initiative, guided by directives from Chief Adviser Professor Muhammad Yunus, was confirmed in a press release issued on April 6, 2025 reportedly.

As part of its initial rollout, an upgraded and more accessible version of the e-Mutation system has entered the pilot phase in 19 land circles within the Dhaka district. This is part of a broader move to modernize land administration systems through the integration of key services.

Led by the Information and Communication Technology Division, four major services have already been brought online: LD Tax (now accessible nationwide), e-Mutation (currently in pilot), e-Porcha, and digital access to both Khatian and Mouza maps. So far, the nationwide LD Tax system has generated around BDT 200 crore in land-related revenue collections, according to the statement.

The overarching goal is to transition away from the current fragmented software landscape—where different land services operate separately – and replace it with a single, unified digital system. The forthcoming ‘Land Service Gateway’ aims to bring together LD Tax, e-Mutation, e-Porcha, and digital Khatian services under one roof. This integration will simplify user access by eliminating the need for multiple registrations and enabling citizens to access a full range of services from one central portal.

Once fully implemented across all land offices in the country, the platform is expected to cut down on bureaucratic delays and greatly improve accessibility to land services.

Authorities have acknowledged that additional pilot testing is essential, particularly in refining the e-Mutation service due to its connection with legal procedures and its dependency on coordination between various government departments.

The digitization initiative is being supervised by Chief Adviser Professor Muhammad Yunus, Senior Secretary of the Ministry of Land A.S.M. Saleh Ahmed, and Faiz Ahmad Taiyeb, Special Assistant to the Chief Adviser for the Ministry of Posts, Telecommunications, and Information Technology.

In an effort to extend the benefits of this system to the grassroots, the government is preparing training programs aimed at equipping private entrepreneurs and Union Digital Centre operators with the necessary skills to deliver digital land services at the union and ward levels.

Given that nearly 70 percent of all legal disputes in the country involve land matters – such as ownership, possession, transfer, or acquisition – the government considers this digital transformation to be a vital step toward resolving long-standing inefficiencies in the sector.
